I'm (in) Patiently sitting here live tracking & waiting for a parcel from parcel force, half an hour ago "John" was half a mile away.
Now "John" is 5 miles away. WTF John?

That specific one is possible, I agree, but it's also possible it's left there for the "park rangers" to find it, easily.Left out in the open like that it's often the case that whoever left it will collect it on the way back

We now ( recently ) have "litter wardens" that can fine you. It seems they hand out the fine, don't make you pick it up, or pick it up themselves.

Not strictly true. Some (perhaps many) are very particular where they crap (and pee) if left to their own devices — ie not constrained by a leash.but the dog pays no mind to where it is, or who's watching, when it squats.

They did indeed - I used them frequently in the late 60s when I stayed in Paris for a month every summer holiday..Ah, I think the Paris ones were cylindrical and came up to shoulder height (depending on individual).

The series was called "Clochemerle", from the book of the same name, With a script written by Galton and Simpson plus a cast including Roy Dotrice, Wendy Hiller and Cyril Cusack, it was a true gem and well worth a watch if you like your humour broad!
