The vehicle didn't stop and police are appealing so it kind of is a hit and run I think at this stage of the investigation.
But I know what you mean as some one who was very badly injured in a similar accident about 15 years ago now I will only ride on the roads in groups..

doesnt say it was a hit and run? its common for police to appeal for witnesses either way.
