It is and it isn't. Everyone built fake airfields, army camps and naval bases during ww2. If the other side wasn't fooled, they kept that to themselves. After all, why would anyone tell their enemy that they'd seen through the enemy's deception?

At least one book's been written claiming that the wooden bomb story is true but there doesn't seem to be much corroboration. Anyway, it seems like a pointless excercise, with the added downside that senior officers might be very unhappy at juniors providing information to the enemy!
