Police Forces pay up, irrespective of fault, simple fact based on knowledge and experience. Your's being based on......Erm, nothing!

Shows how stupid you are then doesn't it. I play rugby and I know plenty of older fellas that could still peg it as you call if. Breaking the law is breaking the law. That's like saying that a 10 year old who has stolen a car shouldn't be chased and stopped like any other criminal because he might be delicate as he's a child so they should wait for them to stop of they're own free will.
