I don't know if it's still the same but when I was at school I was taught that when rounding up or down 1-4 down 6-9 up and for 5 down if the number in front was even and up if odd.
I think I remeber that too — more a way of eliminating sample bias than achieving accuracy.
Since I can't even remember what today's word is, I'm bejiggled (nothing like bejazzled, I can assure everyone...) if I can remember what the criteria were for rounding up or down.
However, in this case, I would say that the 99.5 should be rounded down to 99% since a 100% pass rate would indicate NO fail...
