DSA can't keep up with the demand for new driver tests as it is, let alone adding millions of retests to the equasion.
That's not due to new laws etc though. Just crap driversShould be compulsory. The standard of driving on the roads is shockingly poor.

Am sure most would rather see public money spent on more nurses or paying off our deficit!
Makes more sense.
I don't know the statistics, but it seems probable that bad drivers are more likely to be stopped and possibly charged with driving offences. therefore it might make more sense to impose more retests on offenders rather than a blanket every five year test for everyone.
