Maybe to stop clamping on the parked van and because they do not know you can clamp back wheels?
 
They may have a security device on the front wheel. You'll never know until you take the board off and by that time the CCTV will have got you ;)

Is the thing holding board / plate on the wheel, a bungee strap or a metal bracket? Hard to see in the photo.

I just think it's a cover to keep the weather off of the security device on the wheel

Perhaps they waiting for the tv program the sheriffs are coming to arrive ! They usually tow away cars/vans with front wheels on the ground! So they wouldn't be able to

Had an idea what it might be.

Could it be the tables from inside the campervan, just been washed down after a meal. Then placed over the wheels to dry off :rolleyes:.
 
Curious. It's generally a good idea to protect caravan tyres from sunlight etc because they're used relatively little and the rubber will perish before they wear out. I wonder if that's the thinking here, but has slightly missed the point?
 
One guess is that it's mud boards - stuff you put under the wheels to get you out of mud. Once you are in the van, there's really nowhere to put big sheets of board so you want to put them outside and fasten them down to stop them blowing away. (And yes, I know carpet works better but, you know, campervanners.....)

Please don't ask them - it's far more fun to guess.
 
Could it be stop getting your clothes mucky on a dirty wheel while getting in and out?
 
That's going to grate on my OCD now as I wonder what is it for. I think you should arrange a board meeting with the owner to find out.
 
Willing to be they have read somewhere that the clampers cannot remove a wheel cover to clamp the car..probably utter b*****ks but they have taken the advice to heart and believe it :lol: :lol: :lol: let's face it we know how knowledgeable the legal advice on forums can be

I have 2 metal and wood crawler boards in the 'garage' of my wagon (1200mmx300mm) for getting out of mud. Still in original wraps.

Intriguing.
 
Its a marker by a criminal gang, that property will be the scene of a burglary once the marker is gone ;) Normally it is a tin of Fanta or Coke, but they ran out and had to use the cardboard from the tray.
