Well in that case, it is very strange. As it can be removed very easily.Bungee
Its a bungee. The other front wheel has the same on it.Is the thing holding board / plate on the wheel, a bungee strap or a metal bracket? Hard to see in the photo.
Its on both front wheels.I just think it's a cover to keep the weather off of the security device on the wheel
It looks like hardboard. If they are steel plates, maybe to stop it being driven away, stolen.
Very strange, as I am sure it would rot in bad weather. Are you sure, your Sugar bowl does not need filling? It looks like hardboard.
I wondered if it was there as some kind of reminder to do something before they drive off, not sure what though?
Go on, get a great big marker and write acme wheel clamp on it, you know you want to!
let's face it we know how knowledgeable the legal advice on forums can beSome body has nicked the back ones.I think it's tyre protectors:

Why only the front wheels mind you, I have no idea.
PossibleOne guess is that it's mud boards - stuff you put under the wheels to get you out of mud. Once you are in the van, there's really nowhere to put big sheets of board so you want to put them outside and fasten them down to stop them blowing away. (And yes, I know carpet works better but, you know, campervanners.....)
Please don't ask them - it's far more fun to guess.
