Looks like Mercury, so I'd assume it's a radiator mascot off an old American Mercury car....
 
It's a hood ornament on a car, but I'm not sure of the car. Packard had a lot of ladies with a wheel, but this one might even be an aftermarket one?

It's not a Bentley ornament is it? Looks like there might be a 'B' at the front of the flying wing maybe.

EDIT: Scrap that, it's definitely not Bentley

I'm 99% sure it is a Crossley but unsure of the model, will post a pic of the car later today
 
Crossley? Never heard of that... must do some googling. Nice mascot though!

Is it a Crossley Torquay or the 1927 20.9 Crossley Saloon.

It looks very like those fitted to Crossleys, however, if you look here and do a search for "Crossley Lady on winged wheel" you can see that there are noticeable differences between those and the one in your pic, of course it could be an earlier/later example than those depicted.

This was at a Rover Car Club show that I stumbled upon and there was no one about to ask any details about the car.

I honestly had never heard of them. For me I'd rather look at the Rover behind it. :love: Always wanted to get one, maybe one day!
 
The Austin Motor Company used a winged wheel as a mascot.
