Looks like Mercury, so I'd assume it's a radiator mascot off an old American Mercury car....

It's a hood ornament on a car, but I'm not sure of the car. Packard had a lot of ladies with a wheel, but this one might even be an aftermarket one?

It's not a Bentley ornament is it? Looks like there might be a 'B' at the front of the flying wing maybe.

It looks very like those fitted to Crossleys, however, if you look here and do a search for "Crossley Lady on winged wheel" you can see that there are noticeable differences between those and the one in your pic, of course it could be an earlier/later example than those depicted.
