originally yes - along with Newham council, but various other teams got in the way of that. The stadium will now be leased to one or more of the applicants, of which West Ham is one.
Did you know that since 2004 , the annual paying visitors to the 75 years Berlin Olympic stadium has been 300,000 at €7 a go, and then there is the extra for an audio or guided tour.
So plenty of time for London to get so of that well spent money back.

The point was I guess that money can come in over a long time, when the world athletic champs are here in 2017, are you going to count the income from that as olympic money or not ?
There are far to many people looking for a very short term return (inc the government) we have to think long term and the benefits the facilities could bring by having the stadiums to hold world class sports.
What you don't think they did a good job putting the whole games on for £9.5bn, when the FA spent £800K one ONE stadiumwhich didn't even include buying the land to built it on, now that is an over priced white elephant.
But for anyone at all that takes the time to seriously consider the real costs involved and whether or not we got value for money then it's just nonsensical.

we already had a stadium to hold world class sports - the commonwealth stadium in manchester
Eton Dorney was not build for the games, the college built it and paid for themselves and have hired it to the games , so we still only have HP as a national rowing/canoe sprint venue.
as right from the initial planing stage it was designed to be converted into a football stadium immediately after the commonwealth games.
