if they are in child seat with a harness then they shouldn't be wearing thick coats. The harness should be tight to the chest, and thick winter coats stop this and actually result in a non safe fit. Just google winter coats and child seats to read up on the matter.
You can get around it but puttng the harness on under the coat and the coat over the harness but it's a right old faff
Can you not just chuck them in the boot and install a dog guard?
