The tutorial you referred to uses Vector Masks. I use Photoshop Elements 7 and I don't think it has the vector masks functionality.

Any other ideas?
 
Create a mask or cutout using the marquee selection tool

Grab te Marquee tool
Select the area you want in the image
Go to Select / Modify / Smooth
Add in the radius of the corners you want
Hit return
You'll see the rounded corners, in your selection
Delete the bits you don't want

Dependant on which layer you're cutting through, then you may want to invert the selection.

Not sure about elements, but another way is select all, then select, modify, smooth then add the radius you want.
You can then inverse the selection and erase or paint a background colour.

Again, not sure about elements, but we have to do this for images for our website so I saved similar to this as an action and turned it into a droplet so it's repeatable and consistent.
