Calling the kind of people that do this 'bloody animals' is rather insulting to animals, but what I what I would actually like to call them is somewhat unprintable.
However, I am against 'compulsary' micro-chipping [and yes, my two dogs and the previous 3 cats were all chipped] for a very simple reason - it simply won't work. It will be just one more bit of legislation that those of a normal law abiding nature are doing anyway, and whilst there will be some pet owners that are good, decent pet owners that haven't done it for whatever reason, should they really be forced to do it by law? [especially as my guess is that as soon as it becomes law, it was also increase in price, because the government will have to take an extra tax cut to assist in policing the law  ]
Should they, when we all know that the kind of owner that does this kind of thing will never do it? We know the police and/or the RSPCA wouldn't have resources to police such a law and any cases found such as this can be easily punished under existing laws - this would still have happened with compulsary chipping, that's the bitter truth, animal cruelty is a crime committed by criminals - compulsary doesn't feature in their minds.
For the rest - education not legislation thanks, and I say that as very firm advocate of microchipping, pet insurance and anything else that helps keep you and your pet safe and happy.
