To be fair I would be annoyed if after parking free outside my own home the local council decided to charge. Unfortunately councils government and a heck of a lot of employers use the recession and crash to make changes to raise extra revenue from Joe public. I work in the NHS and am having my shift pattern changed to work 6 days in a row and after a 1% pay rise for the last 3yrs. It's life and very little you can do short of emigrating.
Regarding parking, try sending them the letter below.
STATUTORY
DECLARATION
I (your name) of (address) do solemnly and sincerely declare that: (insert PCN reference number) claimants (councils address) All and any previous responses
replies answers appeals defences and or other should be disregarded ignored and replaced with the contents of this statuary declaration.
Any implied presumed or assumed agreement and or contract with claimants is hereby rescinded denied revoked ab initio.
Any implied presumed assumed general and or special and or exclusive and or executive power of attorney under which and or with which the claimants have acted and or acting and or intend to act as by and or for (your name) is hereby rescinded denied revoked ab initio.
Any implied presumed assumed rights of usufruct under which and or with which the claimants have acted and or are acting and or intend to act is hereby denied revoked ab initio.
The claimants have committed acts of fraud by false representation in direct contravention of the Fraud Act 2006 sections (1) through (5) and The Misrepresentation Act 1967 sections (1) through (3) and it is now for a director and or executive of the claimants to prove otherwise by way of Statutory Declaration deposed under penalty of perjury.
At no time have I consented to the proceeding of a private arbitration court and or tribunal, and any assertion to the contrary is denied ab initio placing the burden of proof upon the claimants.
The Bill of Rights 1689 states.
“that all grants and promises of fines and forfeitures of particular persons before conviction are illegal and void.”
It is my understanding that the Bill of Rights is a constitutional Statue and my not be repealed impliedly.
The Claimant has no lawful authority to demand money for allegations which have not been dealt with by a Court of Law.
And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of the Statutory Declarations Act 1835.

That is it, now go to the commissioner for oaths to depose the declaration make a few certified copies costing around £2 each Keep hold of the original but post one of the copies to each of the parties involved and post a copy to your local Magistrates Court for good measure.
