Legalities of Photographing a crashed police car

I wonder if at any point when in control of the vehicle, the driver used a handheld telecommunications device?

Must be sarcasm:D I suggest trying it and see what happens. I know the law is greatly different south of the border but I know what'd happen if I insulted a Policeman up here.
