Was that made in Japan, discontinued and then production shifted to China or made in Japan and China at the same time? I'm guessing the former. A once range leader is moved to be produced in bulk off-shore and Vivitar Japan clears a line to make a newer version.With regard to the op's question, I'd pay the extra for the Japanese version, the same applies to flashguns, Vivitar 285HV (Japan) well-made, sturdy, budget flash, Vivitar 285HV (China) hopeless piece of junk. Same manufacturer, different fatctory/quality control.

I've had a lot of different types of far eastern origin gear over the years and have noticed a definite pecking order when it comes to quality.
Japan comes top, then Korea, then China.
This is across the board and I'm including guitars, astronomy optics, sports optics and camera gear.
I would pay the extra and get the Japanese version, they have a world wide reputation for their optics that not many can surpass.
