Yes
If u had to choose from the same lens but 1 was built in japan and the other was built in china but yet the chinese one is cheaper which would you choose.

Heard that japan builds stuff better then in china but is it true?

Entirely subjective.

Are we talking same manufacturer different factories or different manufacturers. More information before making a choice on that methinks.

same manufacturer, same product but built in different countries

If Burger king made a better burger than Macdonalds, would you still buy from MacDonalds.

yes cause where i live mac donalds have a drive in while burger king i have to park the car and walk. If burger king had the drive in well then

Burger King do make a better burger than McDonalds

With regard to the op's question, I'd pay the extra for the Japanese version, the same applies to flashguns, Vivitar 285HV (Japan) well-made, sturdy, budget flash, Vivitar 285HV (China) hopeless piece of junk. Same manufacturer, different fatctory/quality control.

Same applies to cars, South African-built Mercedes C-Class= Junk, German version = a bit better

Should also have mentioned, same price?

TBH I would lean towards Japanese, they have a reputation as producing well made goods. I have got a few products from china that are the 'ebay special' alternatives to expensive branded stuff and the quality is variable. Some is great, some is not.

China is just as capable as anywhere else - after all, where was your computer, iPhone and everything else made?

The problem, where it exists, is in the quality control. If the owners who sub the manufacturing require high standards then they get them, and if they don't then things are made as cheaply as possible

burger king playa blanca lanzarote , 11pm burger from the dinger total crap , and i was starving , and this has nothing to do with the topic , now im thinking chocolate ,

its really a gamble
It isn't a gamble. Chinese factories are capable of producing whatever their customers want them to produce. If the manufacturer (or their customer) sets a high standard then the quality will be high, and if they don't then the quality will be low.

There's no gamble there

I'm inclined to agree. I'm old enough to remember when "Made in Japan" was usually a synonym for rubbish, but things changed rapidly. China does produce a lot of garbage, but they're quite capable of manufacturing high quality goods if the customer specifies the standard and holds them to it through strict quality control.

Increasing domestic manufacturing costs encouraged Japanese companies to outsource to SA Asia. I wonder where the world will go if/when workers in other countries start demanding higher wages?

If you have enough budget, China or Japan can manufacture high quality products you want, but the wage levels of workers in China is much lower, of course, China has a large number of inferior products

What lens is made in Japan and China?

Seems odd that a manufacturer would make the same item in two factories.

Was that made in Japan, discontinued and then production shifted to China or made in Japan and China at the same time? I'm guessing the former. A once range leader is moved to be produced in bulk off-shore and Vivitar Japan clears a line to make a newer version.

Are South African made C-class sold in the UK by Mercedes along side German made ones?

For some versions of older lenses (i.e 28-105mm), the Japanese version was actually better.

For most models (especially recent ones) I do not really believe there is a difference except if you can find hard data about the reasons that make it so (for the specific lens model you are looking at)

so a tamron 17-50 non vc built in china should be same quility AS the same lens built in japan. The only difference estetic wise i see is that the japanese model is 50 £ ore exp

Out of interest, how do you know it is built in china when you are buying it?

I've had a lot of different types of far eastern origin gear over the years and have noticed a definite pecking order when it comes to quality.
Japan comes top, then Korea, then China.

This is across the board and I'm including guitars, astronomy optics, sports optics and camera gear.

I would pay the extra and get the Japanese version, they have a world wide reputation for their optics that not many can surpass.
