Your 50kbps will be due to latency on the server you are downloading from and also if the server you download from has a slow connection then you can only utilise what the server can handle.
I am on 10MB broadband but the best download speed I have ever had is 1mbs.
You will very rarely get a download to work at the same speed as what your provider offers.
