1+25 is the dilution, so 1 part rodinal + 25 parts water.
You'll need about ~400ml to develop your film so warm up 400ml water and measure out 16ml of rodinal and add it to the water. You can try to measure out 384ml of water but for the effort I've never seen any difference. The exact amount of solution required will be printed on the bottom of the tank.
