Yes, that's it. Or create separate circles for each of the subjects that interest you. For example, I've got circles for friends, acquaintances, 500px members, photographers, TP members, Android fans, Google staff, Nikon users, celebrities, Photoshop users, and Linux users.
If you let me know the URL of your profile, I'll share my Photographers circle with you. There are 3,190 people in it. You'll get a pretty good feed with lots of great photos to look at, advice, themes, photography news, blog posts, etc, etc. And if you interact with these people, +1ing the photos you like, commenting on their posts, etc, they'll start to follow you back.
If 3,190 is too many, just start your own photography circle and add some of the good photogs such as Trey Ratcliff and RC Concepcion, or the prolific ones like Thomas Hawk. Then watch who follows those people and add them. If they like your work they'll follow you back and your circle will grow slowly. Or quite quickly, depending on how much you interact with people. Those people who say that Google is dying are simply not interacting in the most effective way.
Also, type whatever other subjects interest you in the search box at the top, watch who's posting the good stuff, and start circles for them. Watch who makes good comments on those people's posts, and circle them, and so on.
If you start to get thousands of people in your circles, your stream can get a bit hectic to start with, but it will slow down eventually.
