To respect people that still access the internet via dial up or that are running small screen resolutions, images displayed in posts should be no larger than 800 pixels along their longest side, and if hosted by us in our free gallery, also have a maximum filesize of 200kb. There is no file size restriction on images hosted offsite, although we urge users to be sensible, we reserve the right to break links to images we feel may take too long to download.
Panoramic images are permitted up to a maximum of 1024 pixels along the longest edge. We consider an image panoramic if it contains 2 or more shots stitched together, and has a 2:1 size ratio or higher. This means that if an image is 1024 pixels long, then it must be maximum 512 pixels high.

Do a search on google for microsoft powertoys for windows and download the program image resizer. this gives an ideal option of 800x600 amongst others.
once downloaded and installed you just right click on the file to downsize, and select image resize then choose 800x600 and save as another file.
Save at 72ppi (pixels per inch) and then 800pixels on the long edge, make constrain proportions is checked, save at quality 9 or 10, more than enough for forums.
