Dogs should be on a lead at all times when out for a walk if you ask me. Mine is.
dogs are required to be on a lead in public places at all times and you can be fined up to £1000 if you don't.

All that act does is allow the local authorities to implement dog control orders, which can include a requirement to keep a dog on a lead at all time.
But this is ONLY based on the local authority and is not a blanket nationwide law.

You wouldn't have to beat it to death to kill it. A quick tug of the front legs in the wrong direction would kill the dog and surely a movement like that should be reasonable force for an animal who was attacking you?
the thought of using a taser on every dog and it's owner does make me smile

The fact is children and other dog lovers might still want to pet or play with it and approach. I too have formed the opinion you just want to continue an argument here.

See, my whole point is that is the dog owner's responsibility to move said dog away if they feel it shouldn't be approached - not with others to have to react to a ribbon!

please read what i have put into bold type. It asks you to give the owner/walker time to move out of your way, not the other way round, although there is no reason why you couldnt move out of its way should you so choose.
This is a fairly new scheme which they are currently trying to implement in 47 countries! If it helps even a little bit surely its better than the current situation??

Maybe that's not as stupid as it sounds. How about making sick people wear ribbons to say keep away I've got the lurgy. I'm sick and tired of getting coughed on or sneezed at by inconsiderate sick folk.
I think I need to go into the ribbon business.
We actually have something similar over here, though its usually a fluorescent yellow collar and leash.
This system can work and really it only asks that people be observant.... But some people are too lazy to be bothered and will always fight any and every change, even when that change can be beneficial.
I would like clearance from the a admin team before I respond to the comments you have made, mainly to allow me the chance of a reply without being accused of being argumentative by other members.
