Big question will be to what extent are you using the features of CS3 and would PSE9 cover all of these off if you are quite a light user.
I find that PSE8 (not 9) covers of 99% of what I want to do with my photos and CS3/4/5 would be overkill for me.

I'm still finding my way around CS3 , slowly getting there , but a lot of the tutorials i follow from the usual Photo mags seem to use PSE9 or CS5 so i spend time trying to the same thing but looking in different places for the right button etc
I'm thinking that if i get finally get to grips with CS3 would it be more usefull than PSE9 or would it be easier to learn to use PSE9

As you e already got CS3 then the money option is to stay where you are and if you are happy plugging away and learning as you go then CS3 is a formidable piece of kit. As I mentioned, if you are only using functionality that is available in PSE9 then I'd be tempted to go for thus newer software package.
