I don’t recall that experience with pre-musk twitter at all. Was it perfect? Hells no! But I’d definitely say it was leaps and bounds better than what it has become.
There were a lot of issues with bots and undesirables, but I don’t think that’s fundamentally changed, if anything it’s got worse.

Pre Musk, I was banned from Twitter for saying that humans cannot change sex, so I think that you may be barking up the wrong tree. I also said that blokes shouldn't be competing in women's sports - apparently that was bigoted.

I can only reference our own slightly less pungent dungeon of dark discourse, Hot Topics, and say that it's the content that defines the pungency of such corners of the web. Sensible discussion, with manners and courtesy, and associated visual content, can be whatever the authors decide. TikTok may content a load of tripe, not that I've actually looked, but no-one says it is offensive and disgusting the way they do about X.
BTW I'm not sure Musk is such a genius project manager. He is a visionary, yes, with the money to hire incredibly talented people, but I doubt he manages projects well. I suspect his style is "deliver or depart".
