so eqivalet of a smaller shutter thnthe amera can possibly make itself on max f stop. Wold the ND10 be 4 stops then?

I have a cokin N154 p series, silly question is this 4 stops or 8? I was considering getting a darker one for brighter conditions...but there is no 10 stop for the P series. Whats the best bet? stack them? Thanks
