Looks an interesting camera users a CMOS sensor unlike the cameras you mentioned before, its more like the Canon SX1 And Sony HX1. I'd wait for the reviews first cos the other bridge type cameras that use a CMOS sensor seem to suffer with image quality, Though the HS10 as a back side...
The FZ38 gets the better reviews has a all in one solution it's hard to beat. Any entry level DSLR will give you less noise up to about ISO 800 because of the much bigger sensor, the FZ38 probably start seeing noise up to ISO 200 - 400 but as you say the extra lenses will bump up the price and...
Fuji F70exr, supposed to give good results in low light plus its got a 10x optical zoom in case your not up front. Can be picked up for around £140ish with fuji money back till the end of this month. Some good reviews online.
If they are just going to be chucked in the car and your not really bothered about optical quality, Morrison sell a pair of 10x50 for under a tenner. Not going to be great in dull weather but should be OK in bright conditions.
The Fuji F70exr getting good reviews for its image quality. 10x optical zoom, 2.7inch LCD, all metal construction. Its the smallest compact with a 10x zoom.

10x are as high as you should go for hand held use. the Bushnell natureview 8x42 are similar to the ones you are looking at size and weight wise but the Bushnell won best binocular buy in bird watching magazine for under £100.
I've a pair of Opticron 8x42 Countryman and very pleased with them...
