Yes
Microsoft has announced that Windows 10 will be the last Windows and in future Windows will be offered as a "service" with continual upgrades and "Patch Tuesday" for domestic customers will be discontinued.

But of course the major question is how will it be funded? - Will Windows become a subscription or will the apps fund it?

A lot of speculation on behalf of the originating website.
What it really says is that "10" will be the last version of Windows with a number, and all future development will just be "Windows."
No clues as to how it will be delivered or paid for.

It will be interesting to see how they number the patches.

10.1, 10.2 up to 10.9999999999999999999999999999999

or I suspect something more sophisticated.

I'd argue the subscription is for support and patching. The license will be paid for by the purchase of the equipment. A model that is not new.

I don't like the idea of purchasing a PC with an o/s pre-installed - BLOATware comes to mind
Remove it and reinstall it the way you like. Or do what I did and get the reference version direct from the Microsoft store. No bloatware and perfect integration with the hardware. It works perfectly.
