on W10 Pro, is there a way to format the time on the taskbar to show 3:15 PM rather than 15:15

Control panel>clock region>then change time format from H to h-that works on mine
 
Right click on it, adjust date & time, in the pop up window, scroll down to "related settings" and "regional formatting". Then "change data formats"
