With moving images, I'm merely just watching something, like a news clip if you will..
With a still image, I can stop, reflect, take stock, and think about what I see before me, I can have a good look around, and again, and again, and keep looking around.
Not possible with moving images. If I'm watching a movie clip, I'm constantly trying to look 'outside' the frame, or if the frame is moving, I usually want to to manipulate it and move it in the opposite direction.
Of it someone/thing goes out of frame, I want to follow it. Tis the natural way we work, our eyes follow things that capture our attention.
With a still image, with nothing moving, we have nothing to 'follow' and keep track of, so we can sit back and take in the WHOLE scene, from the prominent bit in the foreground, to the out of focus bits in the distance.
