I need to buy a new rucksack as I have outgrown the one I have now.

I am considering the Tamrac Expedition 5X or the Lowepro Pro Runner 300.

Which bag would you recommend?

I can't comment on the Expedition 5X but I do have an Aerospeed 75 (also Tamrac) and find it very comfortable to wear, easy to use and of a very good quality.
My comment is of sod all use but I vote Tamrac.
 
I bought a Lowepro Flipside 400AW in the end and it's a fantastic rucksack, I can't recommend it enough and it's way lighter than the Tamrac Expedition 5X.
 
Gem backpacks on Amazon. Cheaper copied of Lowepro. Read some reviews, they are really good!
