I'm getting a new computer next week and I was wondering if I won't be able to put Adobe CS3 on the pc, what other software could I use?

I wouldn't want to spend £600 on software, so ideally my budget would be £200.

Is Lightroom 5 any good?

Why not download some free trials as per the link.

I usually use LR5 & PE10 & am very happy with each & the combination of them together

Similar to the above, I use LR4 for 90% of my processing and pass to Elements 9 if I need layers or anything fancy.

Download the 30 day trail of Lightroom 5. You'll be impressed.

Another on the above or similar. LR4 and PE10 here, they do me fine...

Trials are a good idea to find what works for you as well

Same here,
Lr3 then 4 then 5! Great easy to use interface, especially if you take in Raw!

I actually prefer Lightroom 4. 5 has a few more features but has/had a bug where it doesn't keep sharpening or noise reduction when you export. Not sure if they've fixed this yet.

Running 5.2 and don't have this issue.

I can't download any updates they don't seem to install, have no clue why, so i think i'm stuck on 4.3 still

Think you have to pay to upgrade to 5.

I have Lightroom and PS Elements as well as the Nik Plug in Collection. I hardly use Elements but that is partly due to lack of knowledge/skills and partly because I find LR does almost everything I want except for panoramas and stuff like clone stamp to remove things which I seldom do anyway.

Everything is catalogued and edited in Lightroom and about 20% of stuff also gets tweaked with Nik. I use Nik Silver Effects Pro for black and white (great software and very easy to use) and Viveza for colour plus Dfine for noise reduction. Don't really use the other plug-ins (HDR one, etc but they all come as a bundle for about £90 I think it was). Around £200 would get you LR5 and the Nik set or LR5 and Elements 12.

I use Lightroom 5 and Photoshop CC for my main processing and they're fantastic. I especially like Lightroom, Photoshop is used when I want to add anything fancy to them. (I love student discounts!)

Does Lightroom 5 feature panoramic stitching? And can I do the same things as I can in photoshop?

FF I use
Panorama Maker 5
for panorama stitching but that's on Apple. It cost around £14.00

I use LR5 and PSE11 and, while I've never used it, I think PSE11 will do panorama stitching.

Cs3 will work on at least windows 7. However it's only 32bit so won't use any more than about 3gb memory.

So depends if you want to save some money. It should work (I'm not sure on win8 however) but won't be massively fast, I had it and was perfectly fine for most stuff it just took a bit longer.

Otherwise get Lightroom.

You can do some of the simple stuff you can do in Photoshop such as colour and tonal corrections, and some things are easier in LR such as duotoning. But LR doesn't feature masking and its Adjustment Brush isn't as powerful as Photoshop brushes and selections. They're built on very different principles.

I would suggest Perfect Photosuite 8 when it comes out later this month but it doesn't have a noise reduction feature. You can use it standalone or as a plugin to LR, PS, Elements, and various other programs. It's like Lightroom but without the asset management. So, given your budget, I would join the others and also recommend Lightroom.
