The 210 will be fine in that case (and you won't need HDMI->DVI connectors). You'll need a DVI->DVI and VGA->VGA and if you buy that card I linked to, the second slot will take the VGA connector.
I thought people might like to know how this story ended. There was a delay of a few weeks whilst we had an office re-org, but we've done that now and I've got the dual-monitor-setup set up.
I picked up an ATI Radeon HD 4550 for £30 (including VAT and postage - bargain!) on eBay, which turned out to be half-height so there was no need to muck around with risers. (But an extra £16 wouldn't have broken the bank anyway.) My feeble Dell PSU copes quite happily with this card, so no extra expense there. I'm running one monitor from the DVI output and the other from the VGA output, both 2048 x 1152 and hence 4096 x 1152 in total.
