if you're looking for budget frames which are half-decent (good enough if you're selling prints to make them look presentable), then The Range (www.therange.co.uk) has a really good selection, typically about £8-9 for a wooden 20x16 frame.
I never really know what to about frames when I'm exhibiting and selling prints, obviously it's nice to sell the complete package of print/mount/frame... but frames are quite a personal thing!
I've used ebay to buy budget mounts. i've not affiliation to these guys: http://myworld.ebay.co.uk/kraftybay-mounts
but the mounts were decent quality and despatched quickly. cost worked out at about £1/unit.
though if i wanted some bespoke mounts (ie. weighted or unusual size) then I'd investigate cutting my own... I had one done recently at a local frame shop, which was £10 for a 20x16 with an A3 aperture. not bad if it's for your own personal use, but not much good if you're looking to make profit!
