I personally think it is about how much effort and interest you have in photography. If, before you take a photo you are thinking about composition and lighting and what technique would be best used to make the image look it's best, then you are a photographer. If you pull your point and shot out, leave it on auto and snap away not having an idea how the photo will look then you are a person taking a picture.
