That's an articulated umbrella mount(ing).

Those rickety old adaptors have been superseded by these S Type adaptors
If you are using external wireless triggers the S Type adaptors holds the flashgun\trigger far more securely than those old adaptors.

I almost posted this too^

If the OP is just wanting to fasten a speedlight to a lightstand and use a brolly, the the S type bracket makes loads more sense, particularly if there are triggers too.
 
Hi,Thankyou again for the replies.
It is so I can use as in the attached image, attach differant size boards to them to use as a table top to photograph items of differant sizes. I only have a small space to work in and having a large table is not an option and these mounted to a light stand when needed and away when not.

which has ratchety type click stops which safely lock in place rather than relying on friction alone.
 
I remember struggling to find those quite a while back now. I too never knew there name. Agree with above the others are much better if you have the space. That said I still use those on occassion.
