So I ran a roll of Delta 400 through my yashica 124g. The last two or three shots on the roll have these weird circly things.
On the other shots with them they're in the same place, but seem to be fewer of them, like things have landed on the lens during my wander.
It wasn't raining, I don't recall any drizzle.

Blobs in identical places on consecutive frames isn't something I can readily explain. But to rule out the extremely unlikely explanations (by which I mean, clutching at straws that I believe don't exist unlikely) is there any sign of physical imperfections or marks in the emulsion that causes the circles?
 
Can you see the blobs on the negative? Is it possible to tell which side they are on (emulsion or whatever the other side is called)?
 
I don't recognize these marks as something I've produced myself.
They look like a dot of "contaminant" on the film producing a halo effect around it.
On the other hand, they look a bit like stress damage, but what could produce random dimples like that unless it came from manufacturing.
 
Nothing on or in the lens would do this - you can have quite a lot of crap on the lens and all it'll do is lower the overall sharpness slightly as well as affect contrast.

If they're in 'exactly' the same place then it's more likely a scanner issue.
If they're just 'nearly' in the same place then it's some sort of contamination, either during manufacture or during development - look at the film and hold the emulsion side at an angle under the light to see if the emulsion appears dimpled - if it's a dev issue you might get away with re-washing the negs.

Some of those appear to have hard 'spots' in the middle of the halo, suggesting maybe small bits of rubble got stuck to the emulsion around which your wetting-agent may have pooled during the wash-cycle...

I don't think its anything on the scanner itself, I tend to clean it after every couple of passes AND I can actually see the marks on the negatives themselves, even on some of the unexposed areas which also rules out the crap on the lens idea.
I can't see any dimpling on the emulsion itself, either on the frames with the artifacts or the unexposed area, I can only see it looking through the film.
As for location, its similar placement, but not exactly the same for some of them, and some of them are actually wildly different location.

In that case, I'd definitely try re-washing and see how you go. Hopefully it's something that happened during the stop-fix-wash cycle as that can be rectified to some extent.
