What's going on here...(hazing)

Does anyone know what's going on with this shot? Lots of hazing all over the scene. It was handheld but I wouldn't expect any issues at 1/2000, and it's not as though it's the usual softness from a bit of camera shake.

Nikon D90 + Sigma 1.4tc + Sigma 120-300 2.8
1/2000, f4, ISO200

I was having loads of AF problems during this particular day (Saturday), first time the lens has been used since October, when it was working perfectly with no issues.
 
I am drawn straight to rear end of the car, as thats what I see to be the point of focus.
 
Id say you've picked up the white line, in the middle of the photo, this has thrown the car out of focus!

EDIT - looking at it more closely it does look like the rear wind is in focus, but looks like the guy kneeling next to the car has some motion blur! But actually quite hard to put your finger on when you look closely!

I disagree with the focus being on the white line (as you now do). The tarmac texture detail has the best definition close to and under the car.....so focus looks good.

All the brighter areas...whites and dauglo's show a very marked blurr to the right which would hint that the shot has been panned/dragged slightly during exposure. The dark areas would be more immune from this.

All IMHO, of course.
