There's always gimp and paint.net

google 'Photoscape',very easy to use,FREE download

Second "Photoscape". It does not have the capabilities of GIMP, but often I find I don't want to do much and it is one of the easiest to use editors.

For photography, Adobe Lightroom is the best if you can get your hands on it. Gimp is quite good but not ideal for photo editing. Window 7 photo viewer actually has quite good tools if you can't get any of the above.

Lightroom is much, much more than editing and I'd actually say that editing whilst simple is a limited part of lightroom.
Photoshop is the best editing package - just not free.
