What technique

HDR? I imagine there may have been some pretty interesting kit involved. Medium format + high MP back?
 
I did suspect that, not sure it's straight HDR though, maybe a cooling effect as well? Anyway, defo a high end back involved! I don't like the vignettes either.

Could probably be done in a number of ways. Perhaps subtle HDR, perhaps not, you can't always tell as there are 10000 ways to get to the same outcome. Looks like before colour treatment it has had some kind of dodge and burn or HDR on the buildings and the cranes to enhance it a bit, but I could be wrong. There is a slightly yellowy tint in the highlights, going through to a bit of blue in the mids, and a lot of contrast with a ridiculous amount of vignetting. So an easy way to get this would be colour balance, curves and then your own method of vignetting. Once you pick it apart I think that it's not actually that complex, this is a kind of process that you shouldn't struggle with, it's just a case of taking your time and making sure you get the right balance of colours. It is very easy to add too much or too little.
On another note I don't think that having a high MP back would really contribute much to this look, it always seems like the obvious answer but really at this size it's impossible to tell, they come in to their own when printing meters wide on beautiful paper. So don't worry about your equipment, I'm sure you'll be just fine :)

You can get pretty close in camera raw, put a bit of yellow/blue split tone, bags of clarity and sharpening and a shedfull of vignette, throw in a bit of cool colour temp and your fairly close.
