What is this guy doing??

Came across this guy in town with this electronic gadget, he was stopping at roadside signs with this thing that had red and green flashing lights on the circular part on the top, there was also a double lcd screen which is the yellow part underneath, you can see this part in pic 4 and also as he carries it on his shoulder. It also extended as you can see and was held it in front of the sign.
He aso seemed to be taking videos of the signs with what looked like a mobile.

I would have asked but he did not look that friendly, probably sick of folk asking!.

I am very curious as to what this instrument was being used for .

Or am I just nosey

Photos and GPS positioning of the signs maybe :shrug:?

It helps map signs, especially parking zones because some of them have to be exactly positioned for legal reasons, ie; if the local council applies to have a section of road made into disabled parking, they have to state the exact size and locallity of the proposed site. This machine lets one man do it.
