is it like that all through boot up or just in windows?
things to try:
1) new cable
2) if you have access to another machine plug the screen in to that and see if the problem remains
if it gets through boot and only happens once in windows id check the latest graphics drivers as a first port of call.

Video card looks like its buggered to me. When windows starts up it drives the card different to boot up. I get this on some machines I work on where the screen just blanks as it starts in windows.
