Tri-X
Fuji Acros with a red or orange filter
Rollei ATP - shot some at ISO 32 and devved in low contrast developer, still came out like this:

Also
Ilford Delta 3200

Most film can be shot and developed in such a way to increase contrast - so everyone's recommendation will just be that, to be honest.

Pushing is a very easy way to increase contrast (that's why Ilford Delta 3200 is often very contrasty), as is increasing developer time/agitation.

Pan F probably; but you can up the contrast on anything by increasing the development.

Happily, manufacturers do release techical data sheets so you can easily compare characteristic curves for films.

as fc2 has said anything that is pushed a bit and then overdeveloped ( as in longer than the stated dev time ) will be contrasty ,,,as he says delta 3200 which has an iso rating of 1000 ,,,,

I don't do devving I get my stuff done at Peak Imaging so looking for something out of the box.

Will look at some Pan F

Do you think Peak will be ok to do the CMS Adox 20 stuff?

the adox cms needs its own custom dev so i think it may be a waste of time giving that to peak

Well it'll develop fine in XTOL (which Peak use for B&W)... but the contrast will be off the scale! All the custom dev is is a specialist low contrast developer to give normal contrast with document type films like CMS 20, Technical Pan etc that are naturally very high contrast.

Never tried the Pan F so I have ordered a few rolls from 7 day shop. I wanted a new 77mm rubber hood for my mamiya anyhow so I will add those to my stock :-)
