What am I doing wrong?

I have just dived into home developing and having major headache whilst scanning.
I deved some 120 Fomopam last night and all the images lack contrast, well lack everything.
Here's an example.

Have I messed up the development or is it a scanning issue?

the first thing i'd do is have a good look at the negatives .if they look " contrasty" then look at the scanning , if they look flat look at the developement ,they might be underdeveloped due to time of or temperature of
 
What dev did you use, and for how long? Which agitation scheme? Fixer, ditto? Which scanning programme? Did you adjust the histogram sliders on it?

It's possible to take the image you posted, add two stops of exposure, bring the blacks right down, and wack the contrast right up, and get an almost acceptable image - but something's gone wrong before that, because you shouldn't need to do anything nearly as extreme to it. (You have "edit my images" off, so I won't post it, but i hope you forgive me for giving it a go :-) )
 
Assuming the negatives themselves look ok, if you've used a flatbed scanner and manually selected the scanning area, make sure you only select the image and none of the black edges of the negative because that will affect the contrast of the scan.
 
Ah, yes that won't help ;0)

No problem about the scanning tip, I figured that one out myself after being unhappy with my first scanning results!
