What am i doing wrong

I have been trying to use a slow shutter speed to create a silky look to the sea or waterfalls and i am really struggling.
I am using shutter priority mode on my Nikon D5100 and using a Cokin P 154 ND filter but the shot is coming out way to light, i have tried turning down the shutter speed but get the same results.
Can someone please give me some advise, if i need a different filter please advise me on which one to get.

I think the 154 only adjust by 3 stops, for really long exposures you need a 10 stop.
 
That should do the job;) Alternatively an overcast day or late evening will help with getting long shutter speeds.
 
Watch your horizons too! ;-)
 
If you don't have the filters, you can put it in manual mode, stop it right down f22 or more depending on the shutter speed used and dial down the ISO.

That should correct the overexposure problem.

Just experiment with settings

I have ordered a multi layered +10 stop filter from Amazon so i will try it again in manual mode when i go back to wales at the weekend.

I don't think that will help. Even on a dull day you're looking at a 1-2s max...if that.
