I would like to know if it is possible to build a site via some of those template sites that offer web hosting too.

This is for a primary school, which needs a homepage that allows each year group (8) to have there own info page plus a private page for teachers and resources, a page for media (possibly linked to each year group) and with the ability to add more if needed.

This needs to be able for the admin to update on a daily basis who do not understand coding.

The budget is around £10 per month maximum.

Is this sort of thing possible via a WP blog format too.

Any tips and recommendations are much appreciated.
 
I would suggest Joomla, its free (although you would need to purchase web hosting) and you can bolt on functionality if and when needed. You can have different user access so teachers could post news/ photos for example but studnets couldn't. You can also have different sections for year groups and have photo galleries, news etc dedicated to each year group.
