Yes
I've recently bought a new graphics card with DVI, HDMI & VGA ports,

I'm currently using a Lacie 19" CRT monitor (VGA) but I've heard that using the DVI output with a DVI-VGA adapter usually gives a better picture quality than using the VGA port.

I would doubt that personally, and even if it did the improvement is probably not worth the cost of the adapter

It MAY give you a better picture as the D->A is the responsibility of the adapter. You may have to pay good money to get something significantly better than the graphics card.

Unless your monitor is a super expensive one, a decent 22"-24" IPS panel is probably a better way of spending your money (at a guess the CRT will be several years old and the phosphors may well be beginning to go).

Yes It's a (about) ten years old Lacie "Electron 19 Blue III", which is only used once or twice a week, I'm thinking of replacing it with a lower end (less expensive) Eizo.

Dvi isn't just digital, it is analogue and digital, some pins are analogue and some are digital, the output from a dvi to VGA adapter (little thing you plug onto the graphics card) will be identical to the VGA connection.
