What would you think the different percent wise should be. Between a mint body with 114 actuations, and an average body with say 15000 to 20000 actuations?

That's not an Apples and Apples comparison I'm afraid, different generations of technology have different weightings on the aspects that affect value.
At the time the D200 was semi-pro and is a bigger body with more direct controls, the sensor is old technology now.
The D3200 has a much newer/better sensor but lacks the pro build and lots of direct access buttons of the D200, it also has video.
At the time the D200 was near the very top of the range and the D3200 was at the bottom of the range when it was release. It's a bit like saying which should be cheaper, a 20 year old Landrover Defender or a 10 year old Freelander.
Edit: also, shutter actuations wouldn't bother me at all on either models, they very rarely break and when they do number of actuations have little to do with it.
