Upgrading from 450D to...

A 300/2.8 will allow the centre AF point to use its higher accurracy mode (cross sensors). This will (should) give more accurate AF and improved tracking of moving subjects.

Body wise a 40D will give you some advantages over a 450D such as better handling, better ergonomics (unless you like the size of the xxxD series....I don`t my hands are too big :D), better autofocus.
I have seen some outstanding images from the xxD line all the way from 20 up to 50D`s, then again I have seen pictures from the xxxd line that blow me away, and I have obviously seen awesome pictures from the 1d/s series.......what I am trying to say is that the consisitancy in these great photos comes from the person behind the camera first and foremost, with good glass being second...........great gear is no substitute for great talant and great talant comes through practice and can be used in conjunction with any camera body (allthough I have to say that the better camera bodies can be utilise by someone who has some skill....rather than the camera body influencing the photographer it is the photographer that influences the body and gets the shot...................in the majority of cases)

I'd stick with what you've got and save some cash for some higher quality glass.
