looking for a tv capture card with the software any recommendations?

You need to explain more... What HD device will you be trying to capture from? What source material?

HDMI is scrambled with HDCP so no capture cards have HDMI in, HD analogue out is disabled on all HD boxes as far as I know so no HD analogue capture cards exist (at least at a consumer price point). You could capture the analogue SD downconversion, but that's not worth it - you are far better off capturing the digital stream - assuming it is in the clear.

If it is off a HD camcorder or suchlike, you just copy the files

Basically I want to download some program's on a sky+ box. Willing to spend up to 200 but within that price I'd also probably want to buy another external hd as well.
